President,
Mr. George Evans, Esquire,
has a long history of volunteering his time for
school boarding at the local, state and
national levels.
Locally, he is the longest serving elected member of
the Christina Board of Education, and
has served on this Board since its
inception in 1981. He has served as
President of the Board seven times and
Vice President five times.
At the state level, he serves as President of the
Board of Directors of the Delaware
School Boards Association (DSBA) and
Chairman of the DSBA Executive
Committee. He has served multiple years
on the DSBA Board of Directors and has
also served as past-Chairman and member
of the Legislative Committee.
On the national level, George currently serves as
the NSBA Northeast Regional Director of
the National Black Caucus of School
Board Members, and has formerly served
as president. Mr. Evans served on the
NSBA Board of Directors, representing
the Northeast Region. He has been
awarded by both DSBA and NSBA with
Distinguished Service Awards.
Mr. Evans received his undergraduate degree from
Delaware State University and his law
degree from Rutgers the State University
School of Law. Currently he is an
attorney in private practice. George has
two sons who were educated in the
Christina School District and at the
University of Delaware.

Vice President,
Mr. David Resler was elected
to the school board May 2006 and serves
as Vice President and Representative to
Delaware School Boards Association
Legislative Committee. Dave received a
Bachelor of Science degree in Business
Administration and Finance in 1980 from
Ohio State University, and started his
career with the DuPont Co. for 12 years.
He is currently a Sales Consultant for
Itron, Inc. in the Enterprise Energy
Management Group focusing on energy
management software solutions, and has
been with Itron since 2000.
Dave resides in Pike Creek with his
wife and five children whose ages range
from 22–16. Three children graduated
from Newark High School and are
attending college, and two currently
attend NHS. Dave’s involvement with the
CSD has been through numerous school
committees and organizations at all
grade levels, booster organizations, CSD
task force and ad hoc committees. He is
the VP of the NHS Athletic Council and a
member of the NHSAC Sportsmanship
Committee which has been awarded the
DIAA Sportsmanship Award for NHS three
consecutive years. He has been a
passionate and committed volunteer for
Junior Achievement of DE for over 10
years, teaching classroom programs,
participating on special event
committees and most recently served as
Chair of the organization’s the 50th
anniversary fundraising committee.

Ms.
Gina Backus was elected to
the board in May of 2006 and serves as
the representative to the Delaware
School Boards Association Board of
Directors. She is driven by her
passion to give children the tools they
need in order to be successful in this
global economy. Gina was educated
at the University of Wisconsin and has a
corporate background in Medical
Management and healthcare receivables.
She currently works as a Human Resources
Corporate Trainer.She is involved
with multiple organizations such as the
State Parents Advisory Council (SPAC),
Innovative Educational Resources (IER),
Title I Parents Advisory Council (PAC),
and the PTSA. She is active in her
community and is proud to have
established herself as a voice within
the Christina School District and the
State of Delaware, with a specific
interest in empowering parents and
helping children to succeed.
Gina currently lives in Newark with
her teenage daughter who attends high
school in the Christina School District.

Dr. John
Mackenzie
is an
Associate Professor of Natural Resources
and Environmental Economics, and
Geographic Information Systems in the
College of Agriculture and Natural
Resources at the University of
Delaware. His 27-year teaching career
also includes one year of physical
education and coaching at a sheltered
workshop program for mentally
handicapped adults, and one year of
middle-school social studies. Dr.
Mackenzie served on the Delaware Open
Space Council from 2002 to 2007, and has
been a trustee of the Delaware Chapter
of The Nature Conservancy for 13 years.
He is an elder at Head of Christiana
Presbyterian Church, and has served as
chair of missions, chair of Christian
Education and chair of Personnel, during
two terms on the church’s Session. He
was instrumental in starting the dinner
program for the Andrew’s Place Men’s
Shelter in Wilmington in 1991, and still
serves occasional meals there. He is
the founder and director of the Triple
Crown Trail Races, an annual
trail-running series benefiting four
local faith-based homeless shelters. He
was co-founder of the Trail Dawgs
Athletic Club, president of the
Nottingham Swim Club, and has coached
youth soccer and cross-country. Dr.
Mackenzie lives in the city of Newark
and has four children: Sam is a medical
student in Syracuse University; Becky
works for Fidelity Investments in
Boston; and Sarah and Katie attend
Newark High School.

Mrs.
Shirley Saffer
is
originally from Bernardsville, New
Jersey where she received her education
at Somerset County College in Business
Management before moving to Delaware.
While residing in New Jersey she was
employed as a Credit and Collections
Manager with Borg Warner in Parsippany
for six years.
While residing
in Delaware, Shirley has held financial
positions with such companies as
Hercules, Pepsi and Avon. Her active
community service began when she served
on the Member Services Staff at the YMCA
on Kirkwood Highway in Newark.
As an active
parent in the Christina School District
since 1997, Shirley has served as a
class mother, PTA Vice President at
Albert Jones, Mentor and Co-Chair of the
Yearbook committee and has been involved
with and a member of PTA's at
Gauger-Cobbs, Glasgow High School,
Thurgood Marshall, and Special Needs
PTA, Red Clay/Christina. Shirley has
also been a member of the Referendum
Financial Review Committee and Strategic
Planning Committee. Shirley resides in
Newark with her husband and two children
who both attend Christina schools.

Mr. John M. Young
received his B.A. in History from the
University of South Carolina and is
currently pursuing his MBA at the
University of Delaware Lerner College of
Business and Economics. John has
enjoyed a 17 year career as a retail
professional with multi-unit
responsibilities. John has managed
in multiple retail segments including
home improvement, consumer electronics,
general merchandising, convenience,
gas/oil distribution, marketing and
currently in Sales and Lease Ownership.
Companies include Home Depot, Circuit
City, Target, Aaron's, TravelCenters of
America and Universal Delaware.
John resides in Newark with his wife,
Kathie and has a son at Downes
Elementary School.

Executive Secretary and
Superintendent
of Schools,
Dr. Marcia V. Lyles,
was appointed superintendent of the
Christina School District in
Wilmington, Delaware, in June 2009.
The district serves nearly 18,000
students who reside in portions of
the city of Wilmington and
surrounding suburbs. Prior to
serving in her current role, Dr.
Lyles was Deputy Chancellor for
Teaching and Learning for the New
York City Department of Education.
Prior to that, she served for three
years as Regional Superintendent for
the New York City Department of
Education. She has a total of
19 years of experience as a building
and district administrator, serving
as program coordinator, assistant
principal, principal, deputy
superintendent, community
superintendent, and regional
superintendent for the New York City
school system between 1985 and 2004.
Dr. Lyles also taught high school
English for eight years at Curtis
High School in New York City, and
has served as an adjunct professor
of education for several colleges in
the New York area since 1996.
Dr. Lyles holds
an Ed.D.
degree from Teachers College,
Columbia University, a master’s
degree in English from New York
University, and a bachelor’s degree
in English from Hunter College, City
University of New York. She was a
Fellow in the Broad Urban
Superintendents Academy in 2006, and
holds SAS Certification from Baruch
College, City University of New
York.
