About the CBOC

On September 12, 2006 the Christina School District Board of Education approved a charter for the District Financial Review Committee (FRC) in accordance with Senate Bill 308.  This bill requires that the Christina Board establish a committee composed of one or more members of the Board and residents of the Christina School District.  On March 23, 2010, the Christina Board of Education approved a name change and a new charter for this committee, now known as the Citizen Budget Oversight Committee (CBOC).  The CBOC works in collaboration with the Board of Education to closely monitor the financial status of the school district and provide ongoing oversight.  Click here to view the Citizen Budget Oversight Committee Charter.

The current members of the Citizen Budget Oversight Committee are:

THOMAS JOHNSTON (FY11 - Chairperson) is a resident of Newark.  For the last six years he has been an instructor at the University of Delaware in the Accounting and MIS Department.  He holds an MS in Information Systems and Technological Management from the University of Delaware and a BS in Business Management, Accounting and Information Systems from Indiana University of Pennsylvania, Indiana, PA.  He is currently BRAC Project Grant Coordinator at Cecil College, Elkton Station Campus, Elkton, MD and is charged with assisting relocated employees and contractors from the Ft. Monmouth, NJ Army base moving to Aberdeen Proving Grounds (APG) in Aberdeen, MD by 2012.  Mr. Johnston also teaches computer courses at Delaware Technical and Community College and will be teaching computer courses at Cecil College in the Business Training and Corporate Services department.  His wife, Gale Sparks Johnston, is an Education Diagnostician (ED) in the Red Clay School District.  Prior to his teaching day, Johnston worked as a Senior Consultant for both public and private firms for 30 years.  The Johnstons have three grown children who were students in the Christina School District throughout their pre-collegial educational period.

CHARLES "BUD" MULLIN (FY11 - Vice-Chairperson) has been a resident of Bear for the last 25 years.  Bud first started his volunteer activities with the Christina School District in 1987, when the new Brader Elementary School was opened.  Bud joined the PTA and was President, Vice-President, Secretary, Treasurer and Mascot during the years when his children went to Brader.  He then graduated with his children, to Bancroft, and became President of their PTA for 2 years, when he broadened his horizons and he successfully ran for the Christina School Board in 1993.  Mr. Mullin served on the Board in many different capacities including President and Vice-President as well as many different committees on the state and school levels until his term ended in 2003.  Also in 2003, Bud joined the Christina Educational Enrichment Fund, which provides scholarships for deserving children in Christina, where he currently serves as President.  In 2003 he was approached to join Delaware State PTA and was elected President in 2005, and is currently in his 3rd term.  Mr. Mullin was the first chairperson of the initial Finance Committee formed in 2005-2006, and is currently chairperson of the property planning committee.   Mr. Mullin’s work career started at Getty Oil in 1969 as an Accountant, and he worked for 17 years as an Accountant, Terminal Manager and Accounting Supervisor until 1984 when Texaco bought Getty Oil.  He has been a Supervising Auditor for SSBA, a Payroll Manager for Ciba-Geigy, and an Accountant for the State of Delaware.  He currently works as a PeopleSoft Administrator for DART. Bud and his wife Judy have two grown children who were students in the Christina School District throughout their pre-collegial educational period.

RACHEL BUCK (FY11) is a resident of Newark and is a Financial Analyst for a large pharmaceutical company.  She has experience in project management, budgeting, forecasting, cost analysis, and auditing.  She holds a B.S. in Chemical Engineering and a M.B.A. with a concentration in Finance, both from Villanova University.  Her husband is the Director of Catering at the University of Delaware.

RICHARD GASKINS (FY10) has more than 30 years of domestic and international human resource experience, enhanced with 8 years of human resource consulting.  His background includes non-profit and for profit business planning experience as a manager of a social service agency, a human resource executive, and establishment of diversity departments in two Fortune 500 companies.  He is a graduate of Boston University and Wilberforce University

PAUL SEDACCA (FY10) is a fourth grade teacher at McVey Elementary School.  He has been working in the Christina School District for eleven years.  Paul started out as a substitute teacher and has taught TAM Classrooms as well as Title One and Self Contained classrooms.  He is currently a member of the DSEA Vision 2015 Task Force, The Christina Discovery Team, and the Christina Appraisals Committee.  Paul has a Masters Degree in Elementary Education and an Administrative Certificate as well. 

In addition, four members of the Christina Board of Education volunteered to serve as liaisons to the committee:
