Board Approves Preliminary FY10 Budget |
| |
The
Christina Board of Education approved
the District’s preliminary budget for
Fiscal Year 2010 at its regular meeting
on September 15. The State of Delaware
requires school districts
to provide a final budget by December 31
of each year. The Christina School
District School
Board and District Leadership require
the preparation and adherence to a
preliminary budget for appropriate
fiscal management. The FY09 preliminary
budget includes a loan payment to the
state in the amount of $2,665,097 for
the FY 2006 state loan. The District
will make its final
payment on the loan next year.
The
preliminary budget reflects balanced
budgets for all agencies. Budgets for
the Delaware School for the Deaf,
Delaware Autism Program, ILC, and
R.E.A.C.H are all planned increases over
last year spending levels. Actual
expenses for these special agencies are
driven by students’ Individualized
Education Programs (IEPs) and not
budgetary considerations. The district
is required to provide the financial
support to fund levels of service
determined by student IEPs.
A final
budget will be brought to the Christina
Board of Education for approval at the
December meeting, scheduled for Tuesday,
December 8 at Jones Elementary School.

Downes Elementary Student to be Featured on
September 25 Rachael Ray Show |

It's not every day you get to be on
television. It's even more rare to win your
school's science fair. Put the two together
and you truly have an event to talk about.
And that's what Nicole Hemphill gets
to do this Friday.
In January 2008,
Nicole, then 6 years old and
in kindergarten at John R. Downes Elementary
School, submitted her science experiment,
entitled "What Makes Eggs the Fluffiest?" to
the school's science fair. Since she could
not cook at the school, Nicole asked her
mother, Traci, if she could videotape the
project for her. Using a cooking show format
and doing it in only two takes, Nicole
narrated the piece and acted as the show's
host, while Traci documented all facets of
the experiment, from breaking the eggs to
measuring and cooking them. Scientists from
DuPont watched the video and awarded Nicole
first prize in the fair.

Douglass
School Plants a Garden
Douglass School is growing a community of
learners. September 10, was the beginning
of the school’s first garden project. Dean
of Students Pamela Loatman has helped
Douglass connect with the Healthy Foods for
Healthy
Kids initiative and the Delaware Center of
Horticulture by receiving a generous
donation from Mrs. Helen Eliason. The
Douglass garden
is
one of many service learning projects the
students will be involved in during the
upcoming school year.
The garden
will be used to help students develop a
sense of collaboration and community with a
central focus on academics. Core content
lessons will provide an opportunity for
students to connect with academics in a
creative and innovative way.
The most
exciting part of the program is that
students will be able to eat what is grown.
Additionally, Douglass students will be
taught valuable lessons about recycling and
saving our planet. Parents are encouraged
to keep students engaged in this special
project by asking their children weekly, “What’s
new in the garden?!”

The Christina School District and Delaware
Department of Education announce the 2009
National School Bus Safety Poster Contest. The
theme for the contest is “Cross in View, it’s
the Right Thing to Do.”
Who May Enter
Any public or non-public school student may
submit an entry. Each district, charter
school or non-public school may submit one
winning poster in each of the following
categories: Division #1 - Grades K-2; Division
#2 - Grades 3-5; Division #3 - Grades 6-8;
Division #4 - Special Education; Division #5 -
CAD (Computer Aided Drawing), Grades K-12.
Please Note: Division #5 entries are
eligible for competition within their division
but not eligible as the Overall Contest Winner.
An art instructor or art teacher should
supervise all work created.
Deadline Date
Posters must be Mailed/ Delivered or Received
by September 29, 2009. Posters should be
sent to: Christina School District Lane
Transportation Center 400 Wyoming Road Newark,
Delaware 19711; C/O Robert C. Laws Supervisor,
Transportation.
All entries become the property of the National
Association for Pupil Transportation upon
receipt and are not returned to the artist,
his/her parents/legal guardians, art instructor

right, title or other interest in the poster.

Gallaher Elementary School Celebrates 50 Years! |
| |
Robert
S. Gallaher Elementary School will host
a 50th Anniversary Celebration on
Saturday, October 3 from 10:00 a.m. to
2:00 p.m. Gallaher Elementary is
located
at 800 Brownleaf Road in Newark.
The event will be a community fair
featuring food, games, inflatable rides,
and raffles. At 12:00 noon, the
school will host a special ceremony with
reflections about the past, present, and
future of Gallaher Elementary School.
Robert S. Gallaher Elementary School
first opened its doors in September,
1959 for students in grades 1-6 as part
of the former Newark School District.
Fifty years later, it still remains a
thriving elementary school for students
in the Newark area in grades
Kindergarten through 5.
The
school was named for Robert Sidney
Gallaher, who was born in 1872 in Cecil
County, Maryland. He moved to Newark,
Delaware in 1900 and was active as a
member of the Newark Board of Education
from 1911 to 1950. During that time, he
served as Board president for 10 years.

event is free and open to all interested

Governor Markell Declares October to be Parent
Involvement Month

Center's Kickoff Conference |

The Parent
Information Center of Delaware kicks off
Parental Involvement Month on Saturday,
September 26 with their Hopes and Dreams
Conference, where Governor Markell’s
proclamation
will
be unveiled and read by Christina School
District Superintendent Dr. Marcia V.
Lyles.
Governor Jack
Markell has issued a proclamation
announcing October 2009 as Parent/Family
Involvement Month. This is the second
year that the state has recognized the
importance of parent engagement by
supporting initiatives around parent
involvement. The Parent Information
Center of Delaware, as the sponsoring
organization of the Delaware Parental
Information and Resource Center, will be
kicking off Parent/Family Involvement
Month on Saturday, September 26
at Howard High School, with a
day-long conference featuring workshops
on relevant parenting topics such as
bullying, conflict resolution, and
working with school leaders.
Christina
School District Superintendent Dr.
Marcia V. Lyles will be reading Governor
Markell’s Proclamation as part of her
welcoming remarks. Following the
welcome, nationally known motivational
speaker Guillermo “Willie” Lopez will be
presenting his keynote speech, “The
Importance of Choices”, which focuses on
issues such as gang prevention, conflict
resolution, and the importance of
parent/child communication. Parents and
education professions are encouraged to
attend this FREE conference for valuable
information and learning opportunities.
In honor of
Parent/Family Involvement month, the
Parent Information Center will be
hosting events focusing on parental
involvement throughout the month of
October. These events include
workshops, audio conferences, and
conventions across the state. Many of
the events will be presented in both
English and Spanish to encourage all

Bayard to Host Award-Winning CHOICES Program in
October |
|
|
|
Bayard Middle School will
host the nation-wide, award-winning CHOICES
program for their 8th grade students on Tuesday,
October 6. CHOICES is a powerful,
interactive workshop designed to help middle
school students take charge of their lives.

Trained local business and
community volunteers have taught the CHOICES
program in Delaware schools since 1986. The
goal of the CHOICES program is to encourage
students to stay in school and to look more
closely at their futures. The program stresses
self-discipline, motivation, time and money
management, academic decisions and career
consequences. Through real-world exercises and
eye-opening role-play, CHOICES workshops empower
teens to achieve academic success in pursuit of
their career and life aspirations. They inspire
students to get involved and make concrete
connections between school and work.

DSD Students Have a Chance to Win a Laptop for
Perfect Attendance |
|
|
A chance to win a Netbook-style
Laptop computer is sure be a great
motivation to the Delaware School for the
Deaf (DSD) school students, where the prize
is being used as an incentive for perfect
attendance. Horace Mann insurance
agent Kevin Lammers is donating these items
to the school to use as rewards for perfect
attendance in the 2009 school year.
The program, titled
Perfect Attendance Spells Success – or PASS
- works like this: Student Attendance is
tracked from September 21 to May 21. All
students who have perfect attendance will be
entered into a drawing for the prize at the
end of the school year. Lammers says
of the donation, “This is a small thing I
can do to help the educators in the
Christina School District do their job.
Attendance is such an important part of the
learning equation, and being in school every
day gives kids a greater chance of success.
I’m proud to support
the
efforts of the educators in our community.”

Focus on Bancroft History and Future |
| |
The
Bancroft Elementary PTA has brought a unique
gift to the school this year. While the
school is expanding its mission as part of
Eastside Community School, the PTA has
provided a new memento of its origins as the
namesake of William Poole Bancroft. Mr.
Bancroft’s portrait
now hangs proudly in the lobby of the school
that was built in 1925, two years before his
death.
The
painting was commissioned by the PTA and
rendered from a black and white photograph
by Christina art teacher Soyoung Park-Bovee.
She is a very talented and highly trained
painter, who has also graced Bancroft with a
colorful canvas depicting a pride of lions -
the spirited school mascots. Ms. Bovee is on
staff at Jennie Smith Elementary, but was formerly
assigned to Bancroft. She continues her
affection for the Bancroft community, and
was very pleased to receive the commission.
She explains, “Yes, I was so happy to paint
Mr. Bancroft because the school is very
special to me and because the students need
to know him better.”
The
Bancroft name is an old and familiar one in
Wilmington, but the legacy of William P.
Bancroft goes far beyond a story of commerce
and wealth in milling. William Bancroft
dedicated his life to our small city, giving
his time, money, and energy to the planned
development of land around the beautiful
Brandywine River. Mr. Bancroft made several
other progressive and insightful civic
changes to benefit Wilmington’s populations,
then and now. Reflecting his belief in
education as a key element in the
improvement of the human condition, Mr.
Bancroft intervened to eliminate the specter
of the closing of the Wilmington Institute
Library in 1916. He generously resolved its
debt of $20,000 and granted ownership and
operation to the entire community-
transforming the library for the first time
into an institution of service for the
general public. Mr. Bancroft was also
dedicated to the welfare and quality of life
of the working class, through whose efforts
his family fortune was accumulated. He
provided bequests and trusts which even
today benefit the Wilmington public through
Woodland Trustees, which still operates and
continues to represent his vision and
values.
William P.
Bancroft was also a correspondent of Booker
T. Washington, and visited Mr. Washington’s
establishment in Tuskegee. This connection
underscores the significance of naming a
school for such a civic figure. Likewise,
revisiting the legacy strengthens the
Bancroft Elementary family as it moves
forward into a widening and influential
civic role as part of the Eastside Community
School.

Children's Book Author Visits Brader Elementary
School
Award winning author, M.T. Anderson
visited Brader Elementary School on
Monday, September 14th and spoke to 3rd,
4th, and 5th grade students. Mr.
Anderson’s new book, Jasper Dash and
the Flame Pits of Delaware, features
the plucky and intrepid
heroes Jasper Dash, Lily Gefelty and
Katie Mulligan, who must journey to the
unknown lands of Delaware to unravel a
mystery. This is the third book in the
author’s Thrilling Tales series.
Anderson is the author of numerous books
for children, and his works have
received many awards, including a Los
Angeles Times Book Prize, and
Boston
Globe-Horn Book Awards
in 2002 and 2003. He was also selected
as
a finalist for the 2002
National Book
Award.

October is Disability History and Awareness Month in
Delaware
|
|
|
|
Earlier this year, the Governor's Advisory
Council for Exceptional Citizens (GACEC)
expressed an interest in a Disability History
Month resolution, and appointed a committee to
promote related legislation during the 2009
legislative session. Their efforts
resulted in the introduction and passage of
House Concurrent Resolution 19 on June 10, 2009,
sponsored by Representative Quinton Johnson and
Senator Bethany Hall-Young. The resolution
proclaims the month of October to be Disability
History Month and encourages the integration of
disability history into the state education
curriculum. House Concurrent Resolution
No. 19 was passed by the House of
Representatives and the Senate of the 145th
Delaware General Assembly on June 10, 2009.
The House of Representatives and Senate of the
145th General Assembly encourage all Delaware
schools annually during the month of October to
provide instruction and events focusing on
disability history, people with disabilities,
and the disability rights movement. |

Pulaski Elementary Chosen for "Promising Partnership
Practices"

Pulaski
Elementary School’s I Love To Read Guest Reader
program in 2008-2009 was chosen as a national
model of promising practices in a new
publication from Johns Hopkins University. The
program brought special guests such as the Mayor
of Wilmington, Lieutenant Governor, CEO of
United Way, members of the Alpha Phi Alpha
fraternity, and directors of the Latin American
Community Center and Kingswood Community Center
into the school to read to children. The guests
also shared how important reading was to them in
their work and encouraged students to pursue a
life-long love of reading. The project was
organized by the Pulaski Literacy Team after
discussions and collaborations between
administrators, staff, and other stakeholders.
The response was overwhelming. As a result of
the literacy team’s efforts, all of Pulaski’s
students enjoyed readings by more than 40
visitors, representing a broad range of
occupations and levels of community involvement.
Since the I Love to Read program was
implemented, teachers have reported significant
improvement in students’ reading fluency and an
increase in independent reading. The program
also helped to satisfy part of a school-wide
reform strategy in its Title I improvement plan.
The Promising Partnership Practices book is an
annual collection of outstanding programs from
members of the National Network of Partnership
Schools and is published by Johns Hopkins
University. |

Sarah Pyle Academy's Open House Included a Full
Schedule of Events

|
Sarah Pyle Academy held an Open House on
September 17 that began with a continental
breakfast and school tours at 8:30 a.m.,
followed by lunch in the “SPA Bistro” and a
series of events celebrating the school and its
new Parent Resource Room and laundry facility.
Following a full day of tours of the facility
and meetings with teachers, a Family and Friends
Cook Out and a special ribbon cutting ceremony
were held in the evening for the new parent
resource room. Thanks to all who helped
make this day-long event for friends and family
of Sarah Pyle Academy such a success. |

Summer Send-Off
Saturday, September 26 ~ 6:00-10:00 p.m.
Bring the family to
Glasgow
Park to see both the stars in the sky
and the stars on the silver screen.
On Saturday September 26th
from 6 p.m.
until 10.pm. Summer Send-Off will take place at
Glasgow
Park. The event will have kids
activities, door prizes, raffles, great food and
a movie for the whole family to enjoy.
The event is hosted by the
Friends of Glasgow Park and the Ronnie Williams
Foundation and proceeds will benefit their
non-profit organizations. The goal of the
Ronnie Williams Foundation is to pass on the
memory and legacy of Delaware State Police Cpl.
Ronald Williams, Jr. though dedication to law
enforcement causes, the safety of our families
and education of future law enforcement
officers.
The Friends of Glasgow Park
is a non profit organization of volunteers
dedicated to maintaining and enhancing
Glasgow
Park for the enjoyment of everyone. In
conjunction with New Castle County & State
officials, members and all residents, the
Friends strive to make
Glasgow
Park
an all inclusive recreational park.
