Expecting
Excellence for Everyone
Christina Superintendent Dr. Marcia V.
Lyles has created a Superintendent's Entry Plan
which details her objectives for the first 120
days of her leadership. The plan focuses on the
theme “Expect Excellence,” and provides steps
for increasing collaboration and communication
among all areas of the organization. The plan
stresses that strategy, operations, and
partnership are critical for the District’s
future success, and that it will be necessary
for District staff and the Board of Education to
chart an aggressive, accelerated agenda for
excellence.

New Christina Board Members and Officers Installed |
| |
Elizabeth Scheinberg (District E)
and John Young (District D) were
sworn in as members of the Christina
Board of Education at the Board’s
regular meeting on July 14.
Scheinberg will serve until 2013,
serving out the term of James Durr,
who resigned from the Board in
March. Young will serve until
2014.
The Christina Board also elected its
officers and representatives to state
committees. George Evans was
elected President of the Board, and
David Resler was elected Vice President.
George Evans is the longest
serving elected member of the Christina
Board of Education, since its formation
in January 1981. He has served as
President of the Board seven
times and Vice President five times, and
is currently President of the Board of
Directors of the Delaware
School Boards Association and Chairman
of the DSBA Executive Committee. David
Resler was elected to the
Christina Board in May 2006 and has
previously served as Vice President and
Representative to the Delaware School Boards
Association Legislative Committee.
Also on July 14, Gina Backus was elected
to serve as Representative to the
Delaware School Boards Association Board
of Directors, and Shirley Saffer was
elected as Alternate. David Resler
was elected to serve as Representative
to the Delaware School Boards
Association Legislative Committee, and
Shirley Saffer was elected as Alternate.

On July 9, President Obama named more
than 100 science, math, and engineering
teachers and mentors as recipients of
two prestigious Presidential Awards for
Excellence. The winners from
Delaware are both teachers in the
Christina School District - Karen
Fredricks from Marshall
Elementary School in mathematics,
and Jo Ann Deshon from Downes
Elementary School in science.
The educators will receive
their awards in the Fall at a White
House ceremony.
The Presidential Award for Excellence in
Mathematics and Science Teaching is
awarded annually to the best
pre-college-level science and math
teachers from across the country.
The winners are selected by a panel of
distinguished scientists,
mathematicians, and educators following
an initial selection process done at the
state level. Each year the award
alternates, going either to science and
math teachers in grades K through 6 (as
it is this year) or to those teaching in
grades 7 through 12.
Winners of the Presidential Teaching
Award receive $10,000 awards from the
National Science Foundation to be used
at their discretion. They also receive
an expense-paid trip to Washington, D.C.
for a White House awards ceremony and
several days of educational and
celebratory events, including visits
with members of Congress and science
agency leaders.
“There is no higher calling than
furthering the educational advancement
of our nation’s young people and
encouraging and inspiring our next
generation of leaders,” President Obama
said. “These awards represent a
heartfelt salute of appreciation to a
remarkable group of individuals who have
devoted their lives and careers to
helping others and in doing so have
helped us all.”

New Administrative Positions Approved |
| |
The Christina Board of Education has
approved the following administrative
personnel recommendations:
Edward L. Mayfield, Jr.
has been named principal of Glasgow High
School, effective July 15, 2009. He
has served as assistant principal at Glasgow
for the past two years, and also served from
2004-2006 as the Small Learning Coordinator
and Dean of Students and Security Supervisor
at Glasgow. He has also served as Dean
of Discipline at McKean High School.
He holds a bachelor’s degree from Fisk
University in Nashville, TN and a master’s
degree from Springfield College in
Wilmington. He has also completed
graduate work at West Chester University and
Wilmington University.
Vilicia Cade has been named Director of Curriculum and Development and
Professional Development (Secondary),
effective August 10. She most recently
served as District Director, College
Readiness Systems for The College Board in
New York, NY. Prior to that position,
she served as Principal of Lindop School in
Broadview, IL, Director of Curriculum and
Instructional Support in the Office of High
School Programs in Chicago, IL, and a
Program Assistant at the University of
Illinois at Chicago. From 1995-2003
she served in various roles for the New York
City Department of Education, including
Director of Program and Professional
Development/High School Reform, Assistant
Principal, and School Leadership Team
Coordinator. She holds a bachelor’s
degree from New Paltz State University,
master’s degrees from Albany State
University of New York and Long Island
University, and a doctorate degree from New
York University.
Vincent Winterling
has been named Director of Statewide
Programs for Delaware Autism Program,
effective September 1. He has served
in Director roles at Devereux Institute of
Clinical Training and Research in Villanova,
PA, most recently serving as Director of
Autism Services in the Center for Effective
Schools. He currently serves as
National Coordinator of Programs for
Neurodevelopmental Disorders, a member of
Delaware’s Peer Review of Behavior
Intervention Strategies team, the Chair of
the Mental Retardation/Developmental
Disabilities Task Force, and Chair of the
Peer Review Committee for the Delaware
Autism Program. He holds a bachelor’s
degree from California Lutheran University
in Thousand Oaks, CA, a master’s degree from
the University of California, Santa Barbara,
and a doctorate degree from the University
of Kentucky.
Deirdra V. Aikens
has been named Principal of Leasure
Elementary School, effective July 1. She
previously served as Assistant Principal at
Smith Elementary School, and prior to that
position was an Administrative Intern at
Maclary Elementary School. From
2001-2008 she served as DSTP Test
Development Committee Chair, and she
continues to serve in the role
of Teacher Consultant/Coach for the Delaware
Writing Project. She earned National
Board Certification in teaching in 2001, and
was a second and third grade teacher at
Maclary Elementary School from 1996-2006.
At Maclary, she served as a Lead Teacher,
member of
the Language Arts Committee, and Math
Department Chair. She holds a
bachelor’s degree
from Delaware State University, and a
master’s degree from Wilmington College.
Marilyn Dollard
has been named Assistant Principal at Porter
Road Elementary School. She most recently
served as Assistant Principal at Wilson
Elementary School, and has held principal
positions in the Christina School District
at Pulaski Elementary, Smith Elementary, and
Stubbs Elementary Schools. She has also
served as an adjunct professor at Wilmington
University. She holds a bachelor’s degree
from the University of Delaware and a
master’s degree from Wilmington University.

School Uniform Pilot Program Extended for One Year |

| The school
uniform pilot program implemented at six
Christina School District schools in 2008-2009
will be extended for one year. The participating
schools are Bayard and Kirk Middle Schools, and
Bancroft, Elbert-Palmer, Pulaski, and Stubbs
Elementary Schools.
Under the
policy, students are required to meet the
standards of the uniform dress code, which
includes wearing solid color pants, skirts or
shorts, and collared shirts. Jeans are
prohibited. The schools use similar clothing
choices, and enforce the same policy guidelines.
The
concept
of school uniforms at the middle school level
was first promoted at Kirk Middle School, which
took steps in the fall of 2007 to implement a
uniform policy. A committee made up of Kirk
teachers and staff was appointed to study the
issue. Committee members conducted a parent
survey, and the results indicated overwhelming
support by parents for school uniforms. The
Committee also gained the support of the Kirk
PTA, as well as faculty and staff.
With the
opening of Bayard Middle School in 2008,
District officials developed a proposal to
implement the pilot uniform policy at both Kirk
and Bayard middle schools for the 2008-2009
school year. All of the elementary schools
included in the pilot program had some form of
uniform dress code already in place, so it was
decided to continue this practice under the
pilot.
In the
upcoming
school year, 2009-2010, other district schools
that are interested in having a school uniform
policy will be encouraged to create a committee
to study the idea and gather parent feedback,
with the possible implementation of a uniform
policy in 2010-2011. The District will also
conduct a survey in November of all parents and
community members on the topic of school
uniforms. Data gathered from this survey will
help the District determine if the school
uniform dress policy program should be expanded
in the future.
In many
public
school districts where uniform policies have
been established, uniforms have been found to
enhance school safety, improve the learning
environment, bridge socioeconomic differences,
promote positive behavior, and save families
money. An important part of the draft uniform
policy is the requirement that schools involved
in the pilot develop procedures for providing
financial assistance to families who may need it
to defray the cost of uniforms. The schools will
also be working with the local school community
and business partners to identify resources for
assisting families.
Some minor
changes to the draft policy will take place this
year: |
- Elementary students in pilot schools may
wear either white or navy blue shirts
- Seventh grade students at Bayard Middle
School will be required to wear dark green
shirts
- Seventh grade students at Kirk Middle
School will be required to wear gray shirts

Lowe's Grant Helps Gallaher Elementary
"Take Healthy Steps" |

In the
spring of 2008, Dana Steinbrunner,
Physical Education (PE) teacher at Gallaher
Elementary School, in conjunction with
parent John Zucaro, wrote two $5,000 grants
through Lowe’s Toolbox for Education program
to purchase equipment for the school. With
this money, the school was able to create a
“Walking Path” behind the playground where
students can walk (5 laps equals 1 mile) and
utilize a variety of exercise equipment
along the way. Some of the exercises
included are a sit-up station, pull-up bar,
push up bench, jumping bars, and dips.
Combining the walking path with the
exercises has the children involved in
cardiovascular activity as well as strength
and muscle training. This year, the path is
being used during the Cluster period being
led by Gallaher’s Dean of Students, Alexis
Ray. Students who signed up for this
cluster will spend 45 minutes a week for
6-weeks engaged in healthy habits and extra
physical activity. Ms. Steinbrunner was
also able to purchase pedometers, heart rate
monitors, stopwatches, hurdles, and other
additional program resources for PE
including health and nutrition curriculum
materials. The goal is to educate all
students in healthy living and provide more
movement throughout the day.

Brookside Elementary School Playground Equipment

The large wooden playground structure built
in the 1980’s at Brookside Elementary School
was dismantled in mid-June. This structure
served the school and the community for many
years, but over the past several years it
had begun to deteriorate beyond the
District’s ability to maintain it. The
wooden structure was also out of compliance
with current playground equipment
construction practices. The District is in
the process of installing newer,
code-compliant playground equipment that has
been relocated from another school. This
installation is expected to be completed in July.

NHS Student Selected to Attend LEADAmerica's
Congressional Student Leadership Conference |

Sarah McDowell, a rising 10th grader
at Newark High School,
was selected to attend the
2009
Congressional Student Leadership
Conference (CSLS) on Theatre Arts,
sponsored by LeadAmerica, at
Fordham University
in New York, NY June 15-June 24.
The CSLC is a
college-accredited invitational
leadership program for academically
talented and promising young leaders
from across the United States and
internationally. Exceptional high
school students with a record of
academic achievement and extracurricular
or community involvement, were invited
to participate.
The CSLC on Theatre Arts is a 10-day
leadership program in which students get
an inside look at this exciting field. In a hands-on learning environment,
Sarah and fellow students learned from
professional set designers, producers,
actors and theater administrators. They
participated in daily workshops on
playwriting, improvisation, producing
and designing. While in New York, Sarah
visited Ellis Island, attended two
Broadway shows; the Fantasticks and
Phantom of the Opera, and took in the
city’s sights.
In addition to being an honor student at
NHS, Sarah is a member of the NHS Chorus
and NHS Improv group, the Rude
Mechanicals. She is also a member of
the Newark High Nature Society. She
hopes to take what she learned back to
NHS in the fall to enhance her
performance and leadership skills.

Christina Educators honored with Chase Teacher
Rewards |
| |
The Chase
Teacher Rewards initiative is providing $400
each to nine teachers statewide who are
involved with Junior
Achievement’s Finance Park, in recognition of
their students' excellent
performance from
pre- to post-test in the personal economics
program. The funds are intended for use in
the classroom to support the teacher's
ongoing financial literacy activities.
Christina teachers receiving Chase Teacher
Rewards are Joe DeGregory,
Shue-Medill Middle School, and Taren
Harmon, Gauger-Cobbs Middle School.

Kirk Middle School BPA Students Attend National
Conference |
| |
On June 17-21, hundreds of middle school
students from across the country converged
on Dallas, Texas to Blaze New Trails at the
Business Professionals of America National
Conference. Students competed in various
Workplace Skills Assessment Contests.
Students from Kirk Middle School performed
exceedingly well.
Tashrefa
Zunaid
came in
second in Business Communications
and she also
placed in the top ten in
Business Math, Business Fundamentals,
Computer Literacy and Keyboarding.
Cassie
Lukasawicz
also placed in the top
ten in Business Fundamentals and
Graphic
Design. Kirk’s website team, also made
up of
Zunaid
and Lukasawicz, came in second.

Elementary June PTA Meeting
Includes Special Guests
Delaware's
Secretary of Education Dr. Lillian Lowery and Lt.
Governor Matt Denn attended Downes
Elementary School's final PTA meeting of the year on June 2. The Secretary of Education
discussed upcoming legislation that will
affect
all Delaware school children.
In addition, the
Lt. Governor shared the
Governor's education plan. There were many
questions from parents on upcoming changes
due to the financial status
of the state.
Dr. Lowery and Lt. Gov. Denn encouraged
parents to keep in touch and log onto the
state website for updates that will affect
all of our children's education.

Federal Stimulus Money Brings School Kitchen
Upgrades
to Christina School District |
| |
Four
school cafeterias in the Christina School
District will receive a total of $38,058
to update their kitchen facilities as part
of the American Recovery and Reinvestment
Act 2009 Food Service Grant.
New
kitchen equipment for Bancroft, Bayard,
Stubbs and Elbert-Palmer is slated for
installation in the early fall to support
improvements in cooking and holding of hot
foods, as part of the National School Lunch
Program.

Fathers Matter is hosting a community picnic on
