James Durr, Christina Board President, Resigns from Board

James “Jimmy” Durr, who has served on the Christina Board of Education in District E since 2003 and is the current President of the Board, has announced he must resign his board seat because of work commitments.  Following formal receipt of the resignation, the New Castle County Board of Elections has posted a 20-day special filing deadline for residents in District E who are interested in running for this Board seat.  Individuals must file with the Board of Elections by 4:30 p.m. on Wednesday, April 1.  The individual elected will serve out Mr. Durr’s term of office until June, 2013.  For more information, please visit the following link: http://electionsncc.delaware.gov

In a message to Christina employees, Durr stated, “After much thought and tribulation, I have submitted my resignation from the Board.  Since August, I have been working in Baltimore.  The daily commute and the long work hours have reduced the amount of available time that I feel is necessary to remain as an effective Board member.  I would like to thank you for all the support I have been given during the last 6 years.  We have made great strides!”

Christina Board Approves Property Planning Committee Proposal to Excess 300 Executive Drive (Astro Power Building)

At its regular monthly meeting on March 10, the Christina Board of Education approved a proposal by the District’s Property Planning Committee to begin the process of declaring 300 Executive Drive excess property. This recommendation was based on enrollment projections for the next five years. Since the implementation of the District’s Neighborhood School’s Plan, which included the conversion of Bayard Elementary School into a middle school in 2008, additional middle school space will not be required given 5-year enrollment projections.

The recommendation was brought before the Board based on Title 14, Chapter 10 Section 1057(a.1-2) of the Delaware School Laws. The Board’s approval to consider this property excess now initiates steps outlined in Delaware Code, including release of the recommendation for public review and scheduling a public hearing for subsequent discussion. In the excess process, property must first be offered to state agencies, then to local jurisdictions, and then may be offered for public sale.

The District Property Planning Committee was formed in April, 2008 to assist the Christina School District in developing a long range facilities use plan. The District contracted with the University of Delaware’s Center for Applied Demography and Survey Research to prepare data projections on student enrollment over the next 5-year period. This data has assisted committee members in determining recommendations for building utilization and excess, and provides a more accurate picture of enrollment trends in Christina after the implementation of its Neighborhood Schools Plan, the Community Consensus Plan.

A subcommittee of the Property Planning Committee examined the property at 300 Executive Drive, the former Astro Power building, and developed the proposal that was brought to the Board on March 10. Subcommittees are also studying the rental locations of several programs, with an eye to recommending more long-term and cost-efficient options, and have helped the District find ways to consolidate administrative functions in order to increase efficiency and reduce costs. Information about the Property Planning Committee is available on the District website at www.christina.k12.de.us/PPC

Notice of Public Hearing

The Christina Board of Education (the "Board") announces that it will conduct a public hearing, pursuant to 14 Del. C. §1507(a)(3 and 4), on the recommendation from the Superintendent of Schools of the Christina School District to excess the building at 300 Executive Drive, Newark, DE (the "Recommendation").  The Recommendation was part of an update to the Strategic Plan for the Christina School District for 2007-2010 (the "Plan") and a Recommendation to Consider Excess of 300 Executive Drive, which the Board approved at its regularly scheduled meeting held on March 10, 2009.  As required by state law, the Christina School District would first offer the facility to State Agencies.

The public hearing will be held on April 1st 2009 at 6:30 p.m. at Keene Elementary School, LaGrange Avenue, Newark, DE 19702.  Copies of the Plan, which contain the Recommendation, are available for review at the offices of the Christina School District,
600 N. Lombard Street, Wilmington, DE 19802.
